Proposal Guidelines

As you craft your proposal, consider addressing the following critical questions: 

Resource Management

Does your proposal recognize the inherent scarcity of fiscal resources and encourage a thoughtful weighing of national priorities, alternatives, and trade-offs?

Economic Impact

Does it give considerably more attention to the anticipated economic impact of proposed changes in spending and tax policies?

Transparency

Does it enhance the transparency of the federal budget process?

Minority Rights

Does it protect minority rights from the will of congressional majorities?

Legislative Scoring

Does it address known problems with the “scoring” of proposed legislation

Bipartisanship

Is it likely to attract bipartisan support?

Feasibility

Does it stand a reasonable chance of being enacted by Congress? If so, why?

Accountability

Does it hold policymakers accountable for their policy decisions?

Incentives

Does it incentivize policymakers to seek consensus and meet congressional deadlines?
